A few things can be wrong here, monitor all cpu, gpu, and capture card temperatures. make sure none of them are abnormally high 60c and above. if you have any components in your rig overclcoked turn them way down it looks like ur screen is artifacting. and finally make sure capture card connection to motherboard is good with no dust in the way. dont forget to have a good connection with the wires also
