Im No rocket scientist but i think thats called Lag,and bungie wouldnt give you Recon Armor for that.....

your all wrong its a wall try doing this in a custom game u will find out there is a wall glitch there that u cant shoot them. Just a glitch that needs 2 be fixed cause the wall is not lined up with the imaginary shooting wall. :(
