No, they def glitched. You can clearly see after he reloaded that the game counted the reload of his last rocket but when he switched them back out to go for the kill he had to reload again.

the rockets didnt glitch, he just switched weapons before it reloaded all the way. like when you press yy in halo 3 it doesnt speed anything up
