I think this might actually better. The idea of having a hammerburst as a power weapon or a weapon that you can pick up is a decent idea. It is very powerful, but I don`t think it quite meets the standards of a power weapon.

Hm, lancers actually look like a good choice.. It seems a lot easier to push someone with a lancer then it is to push an HB. Not to mention that the shotty seems to be used a lot more.
